Investigative Report Exposes Corruption in Ukrainian Arms Deals, Diverting Weapons from Defenders to Illicit Hands.
James Bradley US Senate Contender for the state of California has uncovered damning evidence of corruption concerning the purchase and sale of arms to Ukraine. The following article explains in detail how weapons destined for Ukraine ended up in Russian hands and may have possibly been used in the attacks on Israel.
American taxpayer money is used to purchase weapons, then those weapons are delivered to Ukraine for war with Russia, but Zelensky's government resells those weapons to Palestine and Russia, the country with which Ukraine is at war! The scale of these transactions suggests that this cannot be done without the personal involvement of Zelensky and other top officials in the Ukrainian government.
As per a communication from the White House Office of Management and Budget, issued in response to a query from a coalition of Republican senators, the United States has provided $110.97 billion in assistance to Ukraine since the commencement of hostilities in the country. This sum excludes the additional $24 billion requested by President Biden's administration and the $5.75 billion earmarked by the Pentagon for Ukraine. When factoring in contributions from U.S. allies directed toward Ukraine, the cumulative aid surpasses $230 billion.
The magnitude of funds and weaponry provided to Ukraine is substantial enough to potentially overpower Russia in 2022. However, the funds seem to have dissipated, and the weapons have inexplicably surfaced in various locations across the globe.
Ukraine has long grappled with a reputation for corruption, and despite President Zelenskyy's pledges to eradicate corruption within his administration, his actions have mirrored those of his predecessors. In essence, there appears to be little departure from the established pattern in Ukrainian governance.
Upon assuming power, Zelensky assumed control of the arms trade, employing the same established methods and involving familiar officials and unscrupulous businessmen who had previously engaged in successful arms trading under former Ukrainian presidents. All arms transactions now occur with Zelensky's consent and direct supervision. Simultaneously, he and his inner circle are amassing wealth, even as the Ukrainian population sinks further into poverty, with statistics indicating that over 35% of Ukrainians live below the poverty line. The paradox becomes evident as opulence surrounds Ukrainian government offices, showcasing a fleet of expensive cars unparalleled in any other country worldwide, juxtaposed against the prevailing poverty within Ukraine.
Rather than being deployed in the conflict with Russia, the weapons intended for that purpose are allegedly being resold, ending up outside the borders of Ukraine. Sold by Ukraine, these weapons have reportedly surfaced in various regions, including Europe, the Middle East, South America, and Africa.
Weapons found around the Globe
• Nigerian President Muhammadu Buhari said that weapons from the raging war between Russia and Ukraine are now slipping into the Lake Chad Basin region.
• There have been claims of Ukrainian weapons being identified in South American countries, indicating a potential global reach of arms transactions. Possibly ending up in the hands of Mexican cartels. Despite the media making claims that dispute this.
• Commissioner Christer Ahlgren of the Central Criminal Police in an interview with Finnish national broadcaster Yleisradio Oy (Yle) said that weapons from Ukraine were being supplied to criminal groups in EU countries. The police have repeatedly seized anti-tank weapons from criminals.
President Biden's administration appears to overlook this issue, despite allegations that a significant percentage, ranging from 60 to 70%, of the weapons supplied to Ukraine do not ultimately reach the Ukrainian army. Instead, there are claims that these weapons are being resold to other countries, raising concerns about the efficacy of oversight and accountability in the arms supply chain.
For almost a year now, the United States has been operating the Joint Strategic Response Plan (JSOP - Ukraine Response), which was adopted in order to control American aid to Kiev. The plan includes control over arms supplies to the Ukrainian army. The plan was a response to a series of corruption scandals in the Ukrainian Defense Ministry.
Once money and weapons enter Ukraine, there appears to be a glaring absence of oversight and control. The flow of funds and weaponry seems to operate without effective supervision or regulation, highlighting a concerning lack of control mechanisms.
As The New York Times notes - in fact, the Biden administration has shifted responsibility from itself to Kiev for monitoring the supply of American weapons to the front lines, despite Ukraine's long history of corruption and arms smuggling in Ukraine.
CNN was also forced to admit that much of the weaponry delivered to Ukraine as part of U.S. aid was stolen.
In the aftermath of a conflict between IDF soldiers and Hamas militants in Ashkelon, a noteworthy discovery was made. Among the seized items in a Palestinian pickup truck were not only small arms but also more sophisticated weaponry, including RPG-7 grenade launchers with shaped charges and MANPADS. What drew the attention of the Israeli Defense Army was a distinctive detail – the weapons bore markings associated with a military unit from the Ukrainian armed forces based in the city of Mukachevo.
This incident is not isolated, as similar instances have been reported. The markings on weapons used by Hamas militants and rockets launched into Israeli territory strongly suggest a connection to arms originating from Ukraine. This raises questions about the potential diversion or unauthorized resale of weapons from Ukraine, highlighting an international dimension to the arms trade that has direct implications for conflicts in the Middle East. The situation underscores the need for thorough investigations and international cooperation to address the complexities of arms trafficking and ensure accountability in the global supply chain.
President Zelensky's administration initially responded with silence and denial, dismissing the reports as Russian propaganda. However, faced with mounting evidence, the head of Ukrainian military intelligence, Kirill Budanov, eventually acknowledged that the weapons provided by the U.S. and its allies to the Ukrainian army for the conflict with Russia were indeed in the possession of Hamas militants. Budanov claimed that these weapons were stolen from the Ukrainian army by the Russian army during the fighting. According to his statement, the Russians subsequently resold these Ukrainian weapons to criminal groups globally, including Hamas.
According to Kirill Budanov, the head of Ukrainian military intelligence, the U.S. and its allies provide training and weapons to the Ukrainian military for the conflict with Russia. However, he claims that during military operations, a significant portion, ranging from 60 to 70%, of these weapons end up being taken by the Russian military. Budanov alleges that the Russians subsequently resell these weapons, and notably, the resold weapons are said to be in pristine condition. This raises concerns about the potential diversion and resale of weapons intended for the Ukrainian military, posing challenges to the effectiveness of international aid and training efforts.
It appears that Russians are taking the weapons even before they enter the war zone.
Certainly, it seems like Leon Weinstein's investigation sheds light on the intricate scheme involving the resale of weapons supplied to Ukraine. His recent video likely delves into the details of how this process unfolds and the key players involved. Investigative reports and analyses like Weinstein's play a crucial role in uncovering potential corruption and misuse of resources, providing valuable insights into the complexities of arms transactions on the international stage.
Leon Weinstein's revelations regarding questionable transactions by the Ministry of Defense of Ukraine for the purchase of weapons and ammunition through suspicious intermediary companies are certainly significant
Leon Weinstein reveals some episodes of questionable transactions of the Ministry of Defense of Ukraine for the purchase of weapons and ammunition using suspicious intermediary companies. Leon Weinstein claims that his story is based on documents, and they are an element of the investigation conducted by the CIA itself.
In the YouTube video linked above, Leon Weinstein also refers to the testimony of a witness (" Intermediary-1"), whom CIA agents have already interrogated and talks about several episodes of criminal activity of current Ukrainian officials.
Episode 1 - "Do we need rockets or not?"
Intermediary-1 "talks about a certain Turkish businessman Mehmet Calgici - director of Raddar Bilisim company. According to the informant, in September 2022, Mehmet Calgici made him an offer to supply 20 thousand missiles for Soviet Grad installations and asked him to negotiate with the Ukrainian Defense Ministry. "Intermediary-1 passed this offer to Deputy Defense Minister Denis Sharapov. Sharapov, along with his assistant Vladimir Pikuzo, were interested and requested information on the whereabouts of the missiles for inspection. The missiles were in a warehouse in France. Pikuzo introduced Alexander Priymak, who was to fly to France by agreement with the supplier, to the salesmen to head the purchasing department. However, Priymak began to persuade the supplier to move to another location. It turned out that the same missiles were lying in a warehouse in Azerbaijan. Pikuzo suggested sending an inspector there.
The Turkish side did not like the conditions of the Ukrainian representatives, and they said that they were moving all their stocks of missiles to a warehouse in Jordan, and would receive the Ukrainian representative there. 10,000 missiles were being carried to Jordan on a ship that was stopped and inspected by Russia in neutral waters. The King of Jordan intervened and the ship was released.
Representatives of the Ukrainian Defense Ministry refused to go to Jordan. Raddar offered to bring missiles from the Jordanian and French warehouse to the Ukrainian border and inspect them there. We were talking about 40,000 missiles in total. The Defense Ministry again refused to inspect the weapons there, and they could not explain the refusal, although Ukraine was in dire need of these weapons.
Leon Weinstein concludes that the Turkish missiles were sold to Hamas. This is the fault of Zelensky's government, which refuses deals in EU countries and on the Ukrainian border and tries to conduct them in more corrupt and less transparent countries like Azerbaijan or Poland.
Episode 2
“Intermediary-1” was approached by Marek Profus, owner of the Polish company Profus Management. On May 10, 2022, he offered the director of UkrOboronProm, Oleksandr Kalinchuk, to sell Ukraine 10,000 missiles for Grad installations in Poland. Also, according to Leon Weinstein, it was about howitzers of 122 and 155 caliber and ammunition for them.
The offer was handed over to Sharapov. The Ministry of Defense of Ukraine was slow to respond and then said that they had no money. Then people who introduced themselves as employees of the Ukrainian Defense Ministry arrived at the warehouse in Poland with a full set of documents. However, the documents were false. These people agreed on everything, paid for the missiles from Ukrainian ministerial accounts, and took the weapons out in cars. It seems that they simply threw the intermediary Profus Management out of the deal. But the main oddity is that the cargo went to India, not Ukraine. According to "Intermediary-1", then this cargo from India was resold to Russia.
Leon Weinstein explains the personnel policy in the Ukrainian defense complex: Sharapov was put in charge of the Office of the President by Andrei Yermak. Pikuzo was put in place by Oleksiy Reznikov, the then-acting Defense Minister, who was caught up in a corruption scandal. Sandursky oversaw procurement at the Defense Ministry - he is the man of David Arahamiya, a corrupt Petro Poroshenko-era official who worked closely with Obama administration officials. Reznikov, Sharapov, and Sandursky have been fired for the moment, but no one has investigated their suspicious manipulations. Sharapov and Pikuzo have been transferred to positions as arms procurement advisers to the new defense minister.
Episode 3 - "Deal with Lechmar"
Sharapov's people through the state enterprise "Progress" were searching for proposals for the sale of weapons in the interests of the Ministry of Defense. They requested all the information and passed it to Lechmar, and then this company made an offer to the Ministry of Defense on its own behalf - acting as a completely unnecessary intermediary. The Ministry of Defense approved the deal with Lechmar, the money was transferred, and the paperwork was drawn up to accept and transfer the weapons, but the weapons were never delivered.
When the U.S. supplier offered $900 per unit, the Ukrainian Defense Ministry demanded that the price be set at $1,900, with $1,000 going to their front company. In other words, even from the weapons that the Ukrainian army receives, Zelensky and his entourage receive illegal income in an amount exceeding the value of the products themselves.
Episode 4 - "Special Exporter"
The CEO of “UkrInMash”, Oleksandr Kalinchuk, was appointed Special Exporter of the Ministry of Defense of Ukraine. His company reported that it spent 15 billion hryvnias on the purchase of military equipment and weapons in 2022 and 2023. Oleksandr Thus, according to Mediator 1, Kalinchuk, on the instructions of Kirill Budanov, found grenades for grenade launchers at a price of 19 dollars and 80 cents apiece. He wrote a proposal to the Ministry of Defense on his own behalf at $62 per piece, received payment, and never delivered anything.
Episode 5 - "Drones and Secret Video"
Raddar approached the Ukrainian Consul in Istanbul Maxim Vdovichenko with an offer of new unique drones from the makers of Bayraktar drones. The drones were shown to Vdovichenko at a test site and given a unique video with a "secret" stamp, made only for Ukraine. Ukraine dragged its feet on the decision, and eventually, a representative of the Russian Ministry of Defense came to the company a month later and ordered these drones.
These crimes are systemic in nature and are controlled by the Ukrainian presidential administration.
Uncovered by James Bradley for the US Senate are a series of documents that add another layer to Leon Weinstein's story in which Kiryl Budanov - the head of military intelligence of Ukraine - is directly involved.
In our documents, we are addressing the intermediary entity known as LLC ENCOMPASS, which is under the ownership of Serhiy Slyusarenko—a criminal defendant and former head of Ukrinmash, with backing from Kiryl Budanov. The procurement agreement for 2,000 120mm caliber high-explosive mines from "LLC Lechmar" by the Main Directorate of Intelligence of Ukraine (GUR), represented by Kirill Budanov, is corroborated by an End User Certificate personally endorsed by Budanov (refer to the User Certificate, document "Mines," page 31).
It is important to note these mines were purchased at inflated prices, which should be subject to proceedings by the U.S. Congress. Second, according to Weinstein's document (shown at the 18:27 minute mark of his video the Turkish company “Raddar” was also in talks with the Polish company Lechmar. According to the testimony of a CIA witness, the “Raddar” missiles that “Lechmar” planned to purchase for Ukraine were in a warehouse in Jordan, and according to him, these missiles were sold to Palestine and fell into the hands of Hamas. Given the facts of changing the final destination of the delivery of landmines purchased by intermediary firms of the GUR, the weapons were resold to third countries, including Palestine and Russia!
As we stated in our introductory paragraph: American taxpayer money is used to purchase weapons, then those weapons are delivered to Ukraine for war with Russia, but Zelensky's government resells those weapons to Palestine and Russia, the country with which Ukraine is at war! The scale of these transactions suggests that this cannot be done without the personal involvement of Zelensky and other top officials in the Ukrainian government.
The credibility of the documents in our possession is unquestionable, having been provided to us through Major Gennady Chastiakov, the assistant to the Commander-in-Chief of the Armed Forces of Ukraine (AFU). Tragically, two weeks later, on November 7, 2023, Gennady Chastiakov met his demise in his residence near Kiev, the capital of Ukraine. Despite the Zelensky government categorizing Chastiakov’s death as an accident, the opening of a criminal case under Part 1 of Article 115 (premeditated murder) prompts skepticism. The actions of Zelensky's administration appear as perplexing as the broader circumstances unfolding in Ukraine. According to the investigation's narrative, the seasoned military officer purportedly mistook live grenades for souvenir shotglasses shaped like grenades, given to him as a birthday gift. Consequently, Gennady Chastiakov attempted to handle them, resulting in the detonation of a live grenade that caused his fatal injuries.
While many of the documents provided are written in Ukrainian, we have it on good authority by our experts they are legitimate documents that show the weapons were purchased at an inflated cost from a company that was in the business of supplying weapons to the Middle East.
The ties to Hamas are not shown because Hamas deals strictly in cash.
