Representative Chris Rabb (D) of Pennsylvania is introducing Legislation to limit the number of children to three. Inspired by Kelly Cassidy (D) of Illinois that "requires all inseminators to undergo vasectomies within six weeks of having their third child or 40th birthday, whichever comes first."
