The Act is real and introduced to Congress by Democrat Mark Warner of Virginia. The act which would prohibit government shutdowns.
According to Tristate, " Senator Mark Warner (D-VA) says government shutdowns are stupid, so he’s introducing the Stop Stupidity Act which would prohibit government shutdowns."
STUPIDITY stands for Shutdowns Transferring Unnecessary Pain and Inflicting Damage In The coming Years.
The act would automatically renew all government funding the same for the previous year for all branches of government except the legislative and presidents office. In the event that the government had policy differences, this bill would keep the government funded.
Warner said in the release that the Stop Stupidity Act would “protect federal government workers from being used as pawns in policy negotiations.”
According to the New York Sun editorial board, "‘Stop Stupidity Act’ Is Dumb, Unconstitutional". Writing, "The Congress seems to be talking about making it illegal to do what it just did. This wouldn’t be so bizarre hadn’t the solons spent the past month blaming the shutdown on President Trump. Now they want not only to take the blame the president made clear he was happy to shoulder but to punish themselves in the process. How the Founders must be laughing."
It remains to be seen if the bill will pass.
